I would think this is getting spawned by init. Check for things tagged
respawn in /etc/inittab. I don't know what would install this into
your inittab or a distribution that would put something like this in
your inittab. You might want to check if mingetty is installed and
that whatever getty that shows up in your inittab is installed. I
don't know if this is the message from inittab would be for a getty. I
do know that the error looks familiar from some inittab stuff I was
experimenting with (a diskless X terminal actually).
