Ckeck out diald.  It does on demand PPP dialing.  So if your linux box
is acting as a router, and some packets come in that need internet
connectivity, diald will start dialing.  It works pretty well, though
can be tricky to configure.  I haven't used it in a while and I think
they've made some improvements, but the mailing list used to be filled
with confused users.  Of course, once it is working you don't need the
mailing list anymore.
