[ale] Apache and cgi/perl "file not found" error

hmm.. do you have /cgi-bin/ the alias cgi-bin corectly pointing to the
directory?  

it's not a permission problem becuase the error would be different..

your alias should look something like this

ScriptAlias /cgi-bin/ "/www/cgi-bin/"

where www is the path to cgi-bin
