[ale] Apache,cgi,perl file-not-found error

Ooops, I hate replying to my own messages, but I forgot to add the code
sample.
This is how I am calling the programs.

As a test I just created a simple file
first.cgi
#!/usr/bin/perl
print "Content-type: text/html\n\n";
print "Hello, World!\n";
