[ale] weird compile errors on 2.3.1?

I am trying to compile a 2.3 kernel (2.3.18 in this case but
2.3.16 a week or so ago though) and it craps out during the
very beginning of the nfsd module compile. It finished a
make bzImage just fine.
make -C nfsd modules
make[2]: Entering directory `/usr/src/linux-2.3.16/fs/nfsd'
make[2]: *** No rule to make target `/usr/src/linux-2.3.16/include/linux/nfs.', needed by `/usr/src/linux-2.3.16/include/linux/nfsd/xdr.h'. Stop.

I have looked through the various Makefiles, .depend files
and header files but I cannot see anything wrong regarding
a reference to nfs. instead of nfs.h (or what ever it should
be, there is a 99% chance this is actually looking for nfs.h
but I am allowing for random error here).
I think I had the same sort of problem on this system with
2.3.16 but I'm a little fuzzy what the exact problem was
a week or so ago. Any ideas?
The is on a SuSE 5.3 system BTW that I have compiled 2.2
kernels on just fine all the way through 2.2.10-ac5
Maybe there is some utility I need to update that could be
causing this weird error?
