install sudo package,

set your sister-in-law as a local user on linux box, 
install sudo package
configure sudo to allow her to be able to do poweroff or shutdown -h
command and to do those only. (man sudoers will have perfect example.
NOPASSWD alt directive is also avaiable.)
install ssh package if applicable on her win98 machine and linux box
insert her public key from win98 to her own authorized_keys in her ~/.ssh
for ssh1 on linux box. or list her key in authorized key list in her
~/.ssh2.
an icon on her win98 desktop, as shortcut to
ssh1.exe sister at myPreciousLinux.home.org /usr/bin/poweroff

with this she may still be prompted for pass phrase for her private key on
local box. If she is really lazy type, generate keys with null passphrase,
but this is dangerous since she has a valid shell account on your linux
box.

#I can't answer the question about remote shutdown but I can tell you who
#has a Linux router that boots from floppy. Charles Shapiro,
#72300.3632 at compuserve.com has a working Linux router running ip_masq that
#boots from a floppy. He is supposed to be giving a talk on it at one of the
#upcoming ALE meetings.
