bz2 (bzip2) and gz (gnu zip) are two compression formats. Pick one or the
other to use. IT's either bzip2 -d filename or gzip -d filename to
decompress it. The .sign are probably just checksum info to make sure you
have a good download.
You can then apply the patch.

This is just gonna be the patch file - not a series of files. It either
assumes you read documentation where you got the file or know how to patch
files.
