I tried to work out the above and wrote a test.pl:
#!/usr/local/bin/perl5

$ARGV[0]=~/=(.*)$/;
$value=$1;
print "$value\n\n";

Then ran from the shell:
test.pl name=15

Result was printed:
15

Then did it from my browser:
http://www.mysite/cgi-bin/test.pl?name=15

Nothing was printed (a blank page)?

What is going wrong here?
