hardware-wise, If it is serial, you should be able to plug/unplug live
without hurting anything. bus-mouse such as PS/2 is a different story
unless you have those smart computers like Compaq Server. They did special
tweak to allow you to allow you unplug ps/2 alive.  I believe someone
correct me if I am wrong here.

if nothing else, restart window manager should help to reinitilize the
input stream from these device if you do one at a time so you can still
have some input.
