Unless cdrecord-1.8a23 is different from cdrecord-1.6.1 (which I have)
you have specified the default "-nopad", according to your command line.
How the thing can start "padding..." is beyond me. You probably also
need to specify the speed (e.g. "speed=4", but check the specs of your
cdwriter), else cdrecord will try to find it and might not succeed. See
the manpage "cdrecord.1"
