I tried getting in touch with the contact person today, but couldn't 
reach her by phone. I asked an old employer who has contacts in the
Georgia educational community, and this was part of his response:

  The way I heard it was that, in Georgia, the "volunteers" would be
  BellSouth employees working on company time.  Smells like a huge tax dodge
  to me.  The materials I saw were quite clear in saying that they would be
  handling all this in-house.
  [...]

If they're handling the entire netday thing in house, what's the point
of even bothering to ask for volunteers? This looks like a big PR thing
to me.

I'm waiting on a return call, though. Maybe things will turn out 
differently. I sure hope so. I tried to put together a NetDay in Georgia
in 1993, but noone was interested. I was really hoping that it
would come together this year.
