Using a 1099 status when what you have is an "employee" could be 
considered tax evasion and avoidance of paying unemployment insurance.

If a 1099 contractor was to file for unemployment it is very likely that 
GA would rule in their favor.  Your company would have to pay that claim 
and will ALSO have to pay all the premiums that you had not paid while 
they were employed.
