<p dir="ltr">I would to break them into access provider and content provider. Customers can buy content from either or both regardless of access method. </p>
<p dir="ltr">There's still opportunity for abuse no matter the split. :-(</p>

There are some places with an effective monopoly for broadband and the clients<br>
are happy. This is usually when a smaller, local, company or coop does the<br>
connections.<br>

Perhaps it is time to break up Comcast and AT&T broadband services into 50<br>
smaller companies?<br>
