As that's for a released rpm version, you can just install the compiled binary rpm.

If you want to build your own, use rpmbuild -ba httpd.spec and it will build apache from the src.rpm you installed. The spec file will tell the patch ordering.
Are you compiling for a non rpm host?
No I just want to build the source with a specific prefix and I want to store it in SVN. I've done the rpmbuild command and when it failed due to lack of development package dependencies I simplied copied over the directory.
