Was going to point out Konqueror does but noticed you said "modern" :)<br>

Had to search since I have never used it (unlike the easily acessable right<br>
click menu in Konq) but Firefox has image.animation_mode which can be set<br>
to,<br>
none — will prevent image animation<br>
once — will let the image animate once<br>
normal (default) — will allow it to play over and over<br>
<br>
At least animated GIFs do not have sound, huge plus over videos that auto<br>
play! And while few bother, they can be optimized to be quite small.<br>
