I think it had either rear lap belts, or the shoulder belt attach points didn't meet some revised DOT standard and Alfa just decided this was the expedient way of getting it imported. <BR>

Pehaps there were no seat belts in the back? In that case the sticker
might have been required to import the vehicle.
