<p>zero is network designator on a cidr address i.e., <a href="http://192.168.23.0/24">192.168.23.0/24</a> and one is a pretty standard gateway address., i.e. almosta all routers that have a default lan gateway use 192.168.0.1, in my experience. <br>

Chuck,  ask your isp if they block ping by default. Some do.</p>
