Correct, both Houses must eventually pass identical bills at some
point otherwise it dies. <br>

For PIPA/SOPA to pass as an amendment to another bill it would
probably force the bill to go to a conference committee. If one
House is resolute enough all bets are off, it could go either way.<br>
