Verizon won't let you have a
smartphone AND no data service.

I dumped the data plan on my Palm Treo 650 2 years ago. Verizon whined about it but as I was at a contract end point they had no choice.

A new phone will require the data plan as that is how they subsidize the low cost of the phone. An unlocked smart phone will cost $400-$600. With the data plan that phone $200-$300. That data plan will cost $1200 over the life of the 2 year contract at the typical $50/mo rate.
