function. If a requirement to convey ones needs to the political<br>
leadership is the ability to afford time off from work and the travel<br>
resources to meet with them, then only those ideas from people with<br>
resources greater than their daily survival needs will be in the ear<br>
of the leadership. That certainly will flavor the decisions and thus<br>
the slide to "rule by the rich" begins.<br>
