mgetty+sendfax is still around. According to Marcel Gagne, the author of the
article I refer to below:
"The latest version of mgetty_sendfax is available via ftp at sunsite.unc.edu
under the pub/Linux/system/serial/getty directory."
Of course this is mirrored locally at ftp.cc.gatech.edu.

Yes. Saw a Linux Journal article on this exact subject. December 1999.
It uses mgetty+sendfax (an excellent getty/fax package)
samba, and respond, and winpopup type app which uses samba to send faxes
to the Linux box via samba. Finally it has a set of perl scripts called
multifax which gives web browser level control to the fax queue.
You can get multifax and more importantly a short but complete README of how
to set the whole thing up from the author's website:

The document pcfaxing.txt describes how to set everything up.
