/etc/mai/access is your friend.
It also depends on which sendmail version you are using. There have been
many changes in current versions of sendmail on how to stop/allow relaying.

I've recently configured sendmail to not relay.
Now all my users who used to be able to send and receive email from their
ISP cannot send. They have their mail clients configured for SMTP to be my
server.
Instead of having each one of them call their ISP to find out what the
hostname is of their SMTP server, is there a list somewhere on the web that
lists most major ISP's and what their customers should have configured for
SMTP? The MX record for their domain isn't always the hostname that
customers would use for outbound email. Or is there another way to find
out?
