War Story:
A few years ago, I needed to install a copy of DOS in a system we had
built at GTRI for delivery to the US Army. Our customer was quite
particular about licensing of any purchased items, and was planning to
audit our delivery package. I approached MS to buy an installable copy of
DOS. Their resellers' license (not their exact term, but ...) required
(among other things) that Georgia Tech agree to offer support for such
systems which we delivered with DOS installed.
When GTRI's legal staff reviewed the MS agreement, they came out of their
chairs hyperventilating. One unnamed such person told me to "Just go to
Best Buy and get a copy off the shelf", but I wasn't able to find what I
needed in any retail outlet. (I expect occasionally copies slipped
throught the works and ended up on retailers shelves, but _I_ didn't find
one, nor did they appear in dealers' inventory listings.)
I called Microsoft, who told me in no uncertain terms that they did not
have any "government marketing" office, did not want to have one, and were
not prepared to reach any special business agreement with any government
entity. I can hardly believe they are more willing, today!
Meanwhile, I found an installable copy of DrDOS for which the only license
requirement I found was that it be sold as part of a complete system. That
is how I delivered it.
Bottom line: I don't expect MS will go very far to salvage a government
market!
