Yeah, I know what you mean. You might want to try using a different sized
filter - usually the ones for bigger, more commercial vacuums tend to let in
less dirt to the actual bag, perhaps this would help.

Well, vaccuum bags, you must remember, are very generic things. This helps
to keep the cost down. Imagine if ther were a specific bag for your
particular model of Hoover -- You'd have a ton of bags to choose from just
for Hoovers along, not to mention Britta and Eureka and Dirt Devil and
Stanley and whoever else!
Switching to a Dirt Devil is not a good idea. Sure, the convienience of
that little tray is a luring option, but the Dirt Devil simply does not have
the power that your Hoover does, and therefore wont be able to pick up that
dirt and grime thats deep down in your carpet. if bagspace is an issue, try
using one of the "L" sized bags - I've found that for only a few pennies
more than a K bag, they fit the opening well and make much more efficient
use of the internal vaccuum volume for mass dirt-storage.

The Hoover Whirlwind, IMHO, is a great vacuum. It delivers 12 powerful amps
directly used for sucking power, and the light on the front doesnt use very
much power. Also, with a variable-speed brush, you can adjust the brush
speed to accomedate any cleaning surface, be it carpet, tile, or even those
pesky woodgrains! If I were to buy a new cleaner now, I'd have to go with
one of the Sampson Industrial Sized ones. They come standard with a comfort
seat and a variable-speed dual-brush sucking system, as well as a 3-speed
transmission. You could vaccum your living room in seconds.
