I think the only way to get it working is use fbcon to get both heads
working, and then to use the framebuffer X server for the X display, which
is going to be quite slow.... If you do that, fbcon runs both and then X
runs on top of it, whereas if you try to run the SVGA X server it's just
going to grab your card, like you discovered.
Check the linux-kernel archives and / or talk to Petr Vandrovec to be sure,
though.
