Are you installing it to /dev/ttyS14?  Have you checked on the permission?

Running 2.2.14 here.  I can pull up minicom and it says it's offline. 

when I try to dial it tells me I'm already online.  I can tell it to

hangup and attempt to redial, but say problem.
