You aren't going to be able to get a tie in between netscape and ppp
directly without some work. You could move the netscape binary and
replace it with a script that would bring down the link after netscape
exited.
The path of least resistance is to add the 'idle' flag to the extra
options. Something like idle 300 which would bring down the link
after 5 minutes of inactivity.
