I ran into the same issue. I have not fixed it though. At firest I thought
it was flow control but I was not sure.

Subject: [ale] Console via serial port (ttyS0)
Ale folks:
In the process of setting up a new proxy server, I have to redirect
console to the serial port at ttyS0. To do so, I simply added an
append line to lilo.conf:
append="console=ttyS0"
re-ran lilo and rebooted with a PC set to monitor ttyS0. During
boot, I see all the normal console messages, at "normal" speed
UNTIL I get a login prompt on tty1. At that point, the console is
still "checking for new hardware" and the speed of the refresh is
around 1-2 BYTES per second...agonizingly slow.
I am sure I have overlooked something simple...has anyone run into
this before?
TIA
Mike
