You're talking about a cross-CPU emulation; that's a tall order. I think
your best bet would be to obtain a salvage-grade MicroVAX and see if you can
get hobbyist licenses for VMS and VAX/VMS Assembler (see
http://www.montagar.com/hobbyist/index.html for more info). Looks like you
have to be a DECUS member to get a distro. Ethernet is built-in, but I
think DECnet is going to be the only protocol available by default, so you'd
need SW to get a TCP/IP stack going. The good news is that SCSI should be
built-in and there should be a disk drive in the 1GB range built-in too. If
you can get TCP/IP working, you can use your Linux box as a nice front-end.
Otherwise, dust off your Kermit mojo and grab an RS-232 cable...
After checking the above link, it appears as though the hobbyist
distribution media is on CD-ROM as a VMS BACKUP save set. You probably
would want to hang a SCSI CD-ROM drive off your MicroVAX. If you could
install VMS on a MicroVAX from a CD-ROM drive on a connected Linux box, then
you will have grabbed the pebble from my hand, Grasshopper (oblique 1970s
American TV reference).
It might not be so bad to write an assembly-level emulator for the VAX CPU
under Linux, but you'd have to know an AWFUL lot about VAX innards to expand
that to anything useful. Grabbing a MicroVAX appears far easier.
