I have, but I had a friend on the PSC, so that probably had something to

do with it.  

The problem was years ago, in a semi-rural area, that my POTS line was on

a SLC-96 phone switch.  For those unfamiliar, a SLC-96 is a modified ESS

which uses lossy compression to fit 96 conversations (as opposed to 24)

onto a T1.  The net result was that my 14.4k modem (which I had just spent

$150 on!) wouldn't work any faster than 2400.  Bell Atlantic (then New

York Telephone, a sub of Nynex) told me they guaranteed their lines for

9600, not 14,400, but wouldn't listen when I told them that I couldn't

even get 9600 out of them.  

Fortunately, this friend of mine who worked at the PSC lived in the same

area and had the same problem.... and was running a BBS on those two

lines.  The problem got fixed for both of us.  The rest of the town

remained on the SLC.

That was six years ago.  My, how times have changed.
