Do a freshmeat.net search on a program called ntpdate

download and untar it putting the executable in /usr/local/bin

then add the following line (via crontab -e)

5 3,6,9,12,15,18,21,0 * * * /usr/local/bin/ntpdate 130.126.24.44

This will check the secondary time server at 130.126.24.44 every 3 hours

at 5 mins after.

Works well for me on a couple of machines.
