You can complain to the local franchise authority for your
area about your cable company. There are regulations such as
signal strength, etc. that they have to provide. Whether or
not your complaints will do any good is another matter, but
then again the same could be said about the PSC.
This only applies to CATV companies that use right-of-way
and public utility poles to provide you service. If you're
in a condo or apartment complex that gets SMATV service
you're out of luck.
I had thought about starting up a wireless MMDS company to
provide wireless cable TV and high speed Internet services
in Atlanta. Except that BellSouth has bought up the entire
MMDS spectrum in most of the southeast. It must be nice to
be a monopoly.
