Stan, that website is where you signup for dialup capabilities. I know,
because I use MediaOne/RR at home via a cable modem and when I travel via a
regular (if there is such a thing) modem. It is true that you can't use that
website unless you are a MediaOne customer, but the dialup capabilites are
there for customers to use.
