It sounds like you are seeing the UART (computer-to-modem) baud rate rather than the actual connection baud rate.
You may have to make certain that the modem reports actual connect speed - this may require a special command string on some modems. Unfortunately I'm not familiar with the generic brand ;-)

I installed a 33.6 generic isa pnp modem to connect to the net with linux, it works GREAT, however I am getting connection speeds of 57.6 reported by kPPP...is this unusual? I didnt config the modem or anything...except for configing the tcp/ip settings
