IIRC, telnetd attempts to find the hostname of the caller; I recall reading about this long delay some time ago. There is a simple fix, but it escapes me what that was.

Thanks for the info, and I think your right about tcpd
trying to do a reverse DNS lookup when I issue a
telnet command. However, I've taken out all entries
in the /etc/hosts.deny and /etc/hosts.allow. I still
get reverse DNS lookups though. I've attached at the
bottom the tcpdump of a telnet session from one
internal box to another internal box.
