You talk about connecting to it with a browser but mention IPs. How
are you connecting to it? HTTP on port 80? PPP?
I assume the latter (or equiv.) They may be trying to specify *your* IP
and your configuration of a static IP may be preventing it. Alternatively
they may expect you to use their DHCP server to set your IP.
They may have a firewall that does not recognize your IP.
Tell us what it ends up being!
