What happens is the browser is redirected via http to this site to

Maybe I mis-spoke. My ip is dynamic, my dns ips are static, that is, in
/etc/resolv.conf
Virtually everyone accessing this site are doing so with dynamic ip
addresses, particularily dialups.

Well, my IP is dynamic and set up when I connect. (isdn) Might be some
ignorance here on my part, as I'm not sure what dhcp would do
differently.

I'm inside the firewall. I connect to a corporate network via dialup.

Absolutely. So far, all I know is they moved the service to a new
machine, but the ip address is the same. I find it hard to believe that
this is a coincident.
