What does it show when he runs top?

Hello,
I'm posting for a friend of mine who's having trouble with his
RH 6.1 box. After he boots, the free command shows that Linux
only sees 13 Megs of his 48 Megs (his BIOS sees all 48).
Looking at the boot logs also shows that Linux only sees
13 Megs. However, X runs and everything is nice (he has
virtual consoles).
When he tries booting with 'linux mem=48M', the system
boots fine. When he runs startx (Gnome+Enlightenment)
to locks on a gray screen. Trying to go to the first virtual
console with ctrl-alt-f1 to ctrl-c startx doesn't work
(in fact, none of the virtual consoles seem to work).
I'm at a loss what to tell him. Are there are any suggestions?
(I'm not sure what to look for in the boot logs to see if virtual
consoles are working).
